SUPPORTING THE RESPONSE
TNSA is the public safety partner of Texas, dedicated to supporting law enforcement and emergency management agencies across the state. In certain emergency situations, the FAA may allow public safety agencies limited flexibility to operate outside portions of the Code of Federal Regulations (CFR) that govern national airspace. However, outside of those specific circumstances, all public safety organizations remain subject to the same regulations outlined in CFR Part 107 – Small Unmanned Aircraft Systems. This means that any agency operating a small aircraft for emergency response must, by law, utilize a Part 107 licensed Remote Pilot to conduct those operations.
That’s where the Texas Network Security Agency (TNSA) steps in. Our Public Safety Pilots are trained and ready to support our partners in all facets of emergency response. Our pilots hold multiple FEMA Emergency Management Institute certifications across key response disciplines, is licensed by the Texas Private Security Bureau at the highest security level, and are trained in public safety radio communications to ensure seamless coordination with our partners. In addition, our pilots are certified weather spotters with the National Weather Service—meaning we don’t just fly drones, we understand the environmental science that drives their performance.


In addition to being fully FAA compliant, TNSA employs Public Safety Pilots—specialists trained to seamlessly integrate with law enforcement operations. Our pilots are skilled in emergency response radio communication, proficient in the phonetic alphabet, and fluent in law enforcement 10-codes. This ensures clear, efficient communication with your team—no need to adjust your language or procedures to work with us.
Our pilots are trained to operate under the leadership and direction of the agencies we partner with. In addition to extensive TNSA training and strict adherence to our safety and compliance policies, our Public Safety Pilots remain subordinate to operational command. This structure preserves the chain of command during missions and ensures that both our partners’ emergency response efforts and our aerial operations proceed smoothly and without disruption.
We handle all communication and coordination with the FAA on your behalf. Our administrative team manages any required waivers or authorizations, whether your operations involve night flights, beyond visual line of sight (BVLOS) missions, flights over people, or multi-drone deployments. If your mission requires access to controlled airspace, we will obtain the necessary approvals. From the beginning of our partnership, TNSA works to secure a Certificate of Authorization (COA), granting your agency the special flight permissions needed to operate efficiently and lawfully.
Privacy and regulatory compliance are the foundation of our operations. All mission data is kept strictly confidential, with flight records securely maintained in TNSA's air-gapped logbooks. Any images or footage captured during operations remain exclusively accessible to your agency. Your agency also remains the sole owner of any data, meaning you determine the fate of all data post operation. Our goal is to remove any concerns about working with a third-party provider—making your partnership with TNSA safe, seamless, and efficient.
